THE CORE VALUES
1. INTENTION BEFORE ORGANIZATION
The mission creates the structure. The structure does not create the mission.
2. HUMAN AGENCY
Technology should expand what people can accomplish, not reduce them to spectators.
3. REALITY OVER NARRATIVE
Evidence outranks persuasion.
4. COMPOSABILITY
Capabilities should be discoverable, interoperable, and reusable.
5. FRACTALITY
Every capable system may contain deeper capable systems.
6. ACCOUNTABILITY
Distributed execution must preserve clear responsibility.
7. BOUNDED AUTHORITY
Capability never implies unlimited permission.
8. VERIFICATION
A claim is not an outcome.
9. ADAPTATION
When evidence changes, the system changes.
10. LEGIBILITY
Powerful systems must remain understandable enough to govern.
11. OPEN PARTICIPATION
People should be able to contribute through multiple legitimate roles.
12. CAPITAL AS CAPABILITY
Capital is an input to missions, not the meaning of the mission.
13. STANDARD FOUNDATIONS
Use stable primitives where possible so complexity can be spent on meaningful innovation.
14. MEMORY
Every verified outcome should make the system wiser.
15. HUMILITY
The system must remain capable of saying: We do not know.
16. REVERSIBILITY
Where possible, consequential actions should be inspectable, interruptible, appealable, or reversible.
17. PRIVACY AND DIGNITY
Humans are participants with rights, not resources to be optimized.
18. MINIMUM SUFFICIENT ORGANIZATION
Build only as much institution as the mission requires.
19. NO ACTIVITY THEATER
Motion is not progress.
20. NOTHING IMPORTANT REMAINS UNNECESSARILY STATIC
The system evolves when reality demands it.

NON-NEGOTIABLES
NOTREST must never become a system that:
- optimizes people without their meaningful consent;
- gives autonomous systems unlimited authority merely because they are capable;
- rewards convincing claims more than verified outcomes;
- hides failure to protect reputation;
- collapses investor, worker, customer, and community roles into ambiguous relationships;
- turns communities into unregistered sales forces;
- treats people as interchangeable compute;
- maximizes activity for its own sake;
- creates opaque organizations nobody can govern;
- lets capital replace mission;
- treats scale as proof of correctness;
- prevents humans from understanding or contesting consequential decisions.

THE PERMANENT QUESTION
Every major NOTREST decision should be tested against one question:
Does this make people and organizations more capable of turning meaningful intention into verified reality — while preserving human agency, accountability, and truth?
If the answer is no, it may be useful technology.
But it is not the reason NOTREST exists.

GOVERNANCE OF THIS DOCUMENT
This document obeys its own constitutional layer (§15).
Version. Every release of this document carries a version number and date in its front matter.
Stable numbering. Section numbers are frozen identifiers. Amendments append new sections (or letter-suffixed sections such as 30A) — existing sections are never renumbered.
Amendment. Line-level corrections are logged. Changes to Part IV — the core values, the non-negotiables, the permanent question — require the owner's explicit written confirmation, recorded in the change log below.
The document constellation. This document sits at the top of a stack: these core values govern the Capital System blueprint and the fractal agentic doctrine; the doctrine governs the public agent declarations; the declarations govern code, and a deploy gate enforces that code and declarations agree. Conflicts resolve upward — the higher document wins, and the conflict itself is recorded.
Change log.
